Where Needed Most
Where Needed Most is the flexible designation. It allows contributions to be directed toward the humanitarian priorities that verified assessments identify as the most urgent at the time funding decisions are made, rather than fixing support to a single sector in advance.

The Challenge
Humanitarian need across Gaza and the West Bank shifts quickly with access, displacement and the availability of essential supplies. Restricted funding can arrive where it is least needed while urgent gaps stay unfunded. Flexible support is designed to reduce that mismatch.
The World Bank estimates Gaza's recovery and reconstruction needs at approximately US$71.5 billion.

Administrative expenses are limited to a maximum of 1% of donations. The remaining 99% is designated for programs, project delivery, monitoring, safeguarding and accountable humanitarian impact.
Direct project monitoring, safeguarding, field verification, beneficiary assessments and legally required program audits attributable to a specific project are recorded as program costs, not as general administration.
Allocations shown represent the proposed use of designated donations and may be adjusted when required by access, safety, legal compliance, operational feasibility or urgent humanitarian needs. Any material reallocation will be documented through our reporting process.
How Projects Will Be Delivered
Funding decisions would follow published assessments, compliance review and due diligence on any prospective implementing organization, with written grant agreements setting purpose, controls, reporting and audit rights before any disbursement.

- Documented reporting of how flexible funds were finally designated
Safeguarding and accountability
Any future grant would be made only to organizations that complete identity verification, organizational due diligence, governance review, banking verification, sanctions and restricted-party screening, safeguarding review and a written grant agreement, with monitoring, reporting and audit rights. No amounts, results or beneficiary figures are published until verified records exist.
Financial reporting commitment: designated contributions, their final designation and any material reallocation are recorded and reported through our Transparency Center as verified records become available.
